Don't set the TV's digital audio output setting to PCM. All that will do is mixdown whatever audio is being output to 2 channel PCM. Leave it set to the PASS THROUGH setting.

The Apple TV uses Dolby MAT to facilitate the output of Atmos. This means that the Atmos metadata is output with multichannel PCM and not bitstreamed packaged with DD+. The ATV is basically decoding the DD+ element of the audio package and then using Dolby MAT to enable it to output the Atmos metadata with this. Note that you'd have to use eARC to be able to pass multichannel PCM through a TV. Ensure that eARC is selected on the TV as opposed to just ARC. ARC would be limited to no more than just 2 channels of PCM data.
