My WS set doesn't seem to output the 4:3 screen mode when playing a dvd.
When I set the TV to 4:3 mode the image is stretched the same as if it's set to anamorphic widescreen mode.

Is this a common thing for WS sets ?.
Seems kind of strange because it means I can't actually watch 4:3 dvd's in true 4:3.

Yes, dvd player is set to 16:9 WS mode.

Even if I change the dvd player to 4:3 letterbox mode the TV still refuses to display a true 4:3 image.

It would help if you stated what model TV and DVD, how they are connected, etc.
