No video player, software or hardware based, can play everything.

You will always come across some item, format or container that it cannot play.
This is because there is almost an infinite amount of ways such video files can be created.

Video properties details such as the list you posted are only useful in the case whereby you have a number of similar files that you cannot play.
Then you can compare details with similar formats that you can play and maybe isolate the item the player is having problems with.

Once that is done its a case of contacting the player creator and reporting a bug in their software.

Yes. Of course. But is very stange.
I have another SAmsung LED TV from 2010 (LE32C650) that can play this AVI.
Why? Why 2010 TV is better THAN 2018 TV?
    Why SAmsung

Possible reason - Xvid was still somewhat popular back in 2010 than now in 2018, during TV hardware development the video decoding block in current models likely does not get tested against old Xvid MPEG4/H.263 style videos.

I would also guess Samsung does not do allow any CPU based software decoding, so as the video decoding block handles everything your are stuck with what it supports.

It's pretty trivial to convert an XviD into a H.264-MKV/MP4 video these says, use Handbrake with HQ 480p preset and I doubt you will see any difference, that will keep the video current as H.264 will be supported for a lot longer. Or use a transcoding media server like Plex, Serviio, Emby etc to steam to the TV.
