Why do I need a model release form ...?

.... when about 20 times an hour you see on TV, shots taken in the high streets of towns across the country showing people walking up and down or as in Relocation tonight, beaches of families. Do they have assistants standing out of shot with bits of paper for the masses to sign?

You don't need a model release for everything. Afaik for editorial/art stuff you don't need a model release. If something will be used in advertising then you will need one
