What is this condition called?

    Can anybody tell me what the common name for this condition is called and what causes it? It appears on my old Tosh 32"TV I had and it manifests itself more on white horizontal lines. For instance the white lines around a car race track or the white rails on a horse race course appear to be made up of small diagonal lines when the camera pans across the screen. the faster the panning the more noticeable are the lines but they also appear at slowing panning speeds.

    Jaggies can be caused by poor "de-interlacing"

    But if still there on static shots...

    "Aliasing"?
