    Welcome!
In my experience the lag issue is there but can be reduced/minimised by:
    1) making sure you're pc is turned off when you connect
    2) not using a wireless router, rather a wired one
    3) having a faster connection, generally 1MB download and 256KB upload minimum
    4) turning off the commentary when you play on Xbox live
Of course you have to hope that the person you're playing has done the above too for the best possible connection.
There's no shortage of players, although mostly from around Europe, no bad thing if you've had to play our American cousins on Halo 2 :D
My advice would be get a decent broadband connection and try it out. It's very addictive and there's some great people here in the forum who'll give you a game (and a thrashing!)

I use the S-controllers (the official ones).
However others have bought adapters that allow you to use PS2 controllers. I've not tried them myself...

Most people, if not all, who post in here play the xbox version. As for pads i think that is down to personal choice, i myself use the original 'duke' xbox controller as it is the most comfortable pad ever made on any console, period! plus the black button is in a more practical place than on the newer 's' type pad, and as stated above you can get converters to use the PS2 pad on the xbox which ios good if you are used to playing it on the PS2 but the L&R buttons get swapped around which takes some getting used to. But if your not an xbox user all that i've written will mean nothing to you so if you wish to play the PC version its probably best to get a PS2 pad and adaptor so you can connect it to your pc. Only problem with the PC version afaik is that there is no 'offical' online function(correct me if i'm wrong) all the online pc games are created using extra software.

Not sure what you're meaning but there is an online option on pc but unless you know the ip of someone to play its no good. Most people use pes4launcher to get games There is a UK room with stats.

    http://pes4online.acsv.net/

    download the pes4 online tool
when you launch it click on file to connect, choose a room (UK probably). You can then host a game or be the clent to someone who is hosting

if you are a client then when you click on join game in the launcher it tells you how to connect. Usually it puts the ip address into your pes 4 automatically but if all else fails the launcher shows the ip address in the box below the chat (this is also where the instruction on how to connect are). Take a note of it and enter it in manually.
    I havent hosted yet.
