Is it possible to watch recordings made on the Tivo media box in a second home etc?
No, Virgin Media unfortunately do not facilitate this. You can view some content recorded on the TiVo via another TiVo within the same home, but you you cannot access the content on a TiVo from a location away from home. Even the content you can view on home is limited due to the copyright restriction imposed by the content providers.
If using a device such as the Slingbox then you'd be limited to SD output to it. I'm under the impression that Slingbox don't natively support the VM TiVo, but the V+ command set which is supported can be used to control the TiVo.

Slingbox do support HD and HDMI, but you can only get an HD signal from a TiVo STB via HDMI. HDMI is governed by copyright protection known as HDCP. This can and will prevent you from effectively using a Slingbox to convey HD content protected by HDCP output by the TiVo.

Your broadband connection upload speed would probably rule out HD anyway.
They quote 600kbps, that's not going to be HD as you know it. Check out the download speed required for iplayer-HD.
You can't even watch recordings in the same house on other devices (mobile,pc) can you ?
You can only watch live broadcasts

You can watch some content recorded on a TiVo via another TiVo in the same household, but Virgin do not facilitate a means by which to stream or convey content recorded on a TiVo to other devices such as a PC or mobile device.
