Can you give us any more information..
    - What is 1.5 inches thick?
    - What is the steel structure behind the wall?
    - Do you have any photo's that we can look at?
    - Have you considered any other types of mounting brackets?
    - Is this the only place it can be mounted?
    etc.

Have you considered a drill bit that will go throught the steel then use raw plugs as usual?
