I've had a strange issue the last week. Sometimes when the thermostat for the heated floors kicks in my tv box looses the image for 2 seconds. I've tried changing the power supply to the tv box etc. But last night I changed the HDMI cable and since then the dropouts have disappeared. I had a HDMI tester laying around and it doesn't give the cable a pass, it shows that one of the pins are open.
So my question could this be the only issue?, would a voltage drop cause an HDMI cable failure?.

If it's an active cable that's possible because the cable draws some power from the HDMI port (5v/50mA). A passive cable wouldn't do that unless the cable itself had failed (loose connector, damaged wiring, etc) so that would point back to the source or sink device. Glad you got it fixed.
