Voicemail puzzle

A puzzling problem with voicemail. The mobile is an iPhone 7 on the Tesco network.

If I call the mobile directly voicemail works as expected.

If I call forward my land line to the mobile the voice mall does not kick in when I call the landline.

If I call forward the landline to a different mobile the voicemail on that mobile kicks in, this would suggest that the landline set is fine.

I moved the SIM from the problem phone to the known working phone and the problem remained suggesting an issue with the SIM

I have now replaced the Sim and kept the same number thinking the problem was with the SIM.

However even with the new SIM the problem persists.

What is going wrong? The voicemail has worked for years and only stopped working at the beginning of the week.
