Video looks sped up

When I play videos (not everything I can't remember what types) The video looks like it's sped up. Just playing DVD-Video direct from the DVD-ROM is one occurance but also shows up playing from local files.

Windows 7 64 bit
Media Player Home Cinema 64 bit
ATI 6950
LCD monitor 60hz

I could go through all the settings but everything is on default/disabled (ie dynamic contrast in ATI CC disabled)

So what things do I need to go through to remedy the situation?

Funnily enough another machine with another ATI a lower end model with very similar setup seems to play fine
 
Often problems like this are down to the DirectShow filters ('codecs') that many players use.

First thing I'd try is playing the DVD and Videos through different media players. VLC is a good choice because it's got independent playback code.

If you get different results it's something on the software side, if they all show exactly the same effect then it's more likely to be the drivers or hardware.
 
I'm using MPC HC for both the gaming and HTPC. One difference is HTPC has onboard, gaming PC has Asus Xonair which outputs Dolby Digital Live.
