Using webcam with plusnet and skype query

My dad uses Plusnet via option 1 and would like to use his webcam to speak to a relative in the USA. Is Skype a good package to use? If it is, how much is it likely to cost? I am confused about what's free with Plusnet/Skype. Anyone else been in this situation?
Any help appreciated?
