Are we talking about a computer DVD burner or a standalone burner?

If on a PC then there will be no problems creating a DVD from an NTSC camcorder, but the final disk will still be NTSC and not PAL unless you convert the files. This can be done fairly easily with software, but some quality will be lost.

If useing a standalone recorder then the answer is only 'maybe'! Some DVD recorders can record an NTSC source, you will need to check the specs of the recorder you are looking at getting/got. As above though the final DVD will still be NTSC and AFAIK there are no recorders that will convert from NTSC to PAL.
