USB or Dongle

I have 18 Engineers that I want to share information with such as Technical Manuals.
I was thinking of something like a USB that is locked so that the info is view only, so that should they leave the Company, they cant take the info with them.
Any suggestions would be welcomed and appreciated.

Unless you are with them 24/7 how do you know they haven't made a copy. If it can be viewed it can be printed or photographed. Your problem appears to be a legal issue.
