    I have one of these...

    http://www.mdsbattery.co.uk/shop/productprofile.asp?ProductGroupID=1244

It will output dc at 15/16/18/19/24 and comes with a set of adaptors to fit most laptop power inputs

Great for powering from 12v supply on plane/train/car...or motorhome.

As far as the tv is concerned I would suggest a nebula digitv usb but I'm not sure you would have a suitable ariel or always be in a freeview area. Might be best to stick to analogue.
No personal experience of analogue tv cards
