    Not an engineer but,

Has a software update reset the TV link output, worth checking if you haven't already.
    Services-4-0-1-Select-RF Outlets

If it's activated then has your second remote got working batteries?
    Had to ask :)
The picture on the second TV shouldn't be affected as the power is only used to carry
the remote codes upto the main box.
Try connecting the second TV to the standard RF output instead of the powered one just for comparison.

Sorry to say, but the signal to your second TV is affected if the 9v isn't going through.
I have just upgraded my Digibox and it's RF voltage wasn't on.
Didn't discover this until I put my second TV on and discovered that the picture was all snow. Also there was no Sky signal coming through.

Once I put the RF voltage on my second TV was back to it's usual self.

Just turned the power off to my TVlink and the picture on the second TV is unaffected.
