I wouldn't class myself as a DVD Hardware reg but nevertheless, this is the first time I've seen this thread so took a look at your links Kevin.
I've had no dealings with Nomatica and have not heard of them until you mentioned them here. I would have no reason to assume they aren't reputable though as their website seems to be well-done, informative and offers secure cc facilities. There is also a UK postal address with fax/phone number etc... and they are recommended by Kelkoo.
£127.84 (standard shipping) seems like a great price for this model. Even after choosing FEDEX shipping (at £16.10), the total price only comes to £132.80. One thing I don't like though is the fact they state an "estimated delay" on this model of more than 10 days. I would be wary about delivery times/stock situation because they are being very vague here. A quick email to check on availability would be recommended.
As for whether of not it is Multi-Region, I would assume not because Nomatica are selling European/UK only players as far as I can see. No mention of multi-region usually means it's not included. The Tosh cannot be handset hacked so you would need to install a chip if you decide to go for it. Expect to pay upwards of £50 for this service.
So, at the end of the day you'll have forked out more after the upgrade if a multi-region machine is what you're after. My advice is to buy a multi-region machine out of the box from the likes of dvdplayers.co.uk for £149.99 with free delivery (UK).
Hope this helps.
