My Toshiba rptv has an RF loop to connect to the video recorder....
It works fine if the tv is on. But it won't work when the tv is switched off. So if I want to record something when I'm out or in bed I have to take the aerial lead out of the tv and put it in to the video...
    Any suggestions?

Well, plug the RF cable to the VCR first and then from the VCR to your Toshiba.

That's what I have done... If I record when the tv is on the recorded picture is fine, if I recored with the tv off then the recorded picture is snowy.

I don't see how the tv can affect a direct RF feed from your roof aeriel. Make sure this is the way you have connected it, if in doubt swap the leads over. I know how easy it is to mistake which leads are which in the jungle of interconnects we all seem to have these days!
