As the title says, how high should the rear surround speaker be? What doesn't make sense is that almost all stands are 60cm high. So is Dolby correct then?

fronts ear height when sat down, rears ear height when stood up

Unless you are either really short or really tall... in which case that rule doesn't work.
It also depends on how high your seating is, how low the ceiling is, how close to the speakers will you be sitting, and the driver arrangement in your speakers.

I've always believed the front speakers should have their tweeters at ear level when seated. The rear speakers should be just high enough so that the speaker drivers (especially the tweeter) are not masked by the back of your chair.

I think alot of manufacturers assume the listening environment is huge, and recommend high placement of the rear speakers. However in most modest UK living rooms / cinema rooms, the rear speakers will be closer to you. Placing the speakers high up in this situation simply places you way outside the speakers optimum dispersion pattern... which means muffled, naff sound.
