The law regarding reverse auctions

I'm looking into setting up a reverse auction (lowest unique bid wins the product etc), using SMS/internet. I am having trouble finding out the laws for setting it up. Could anyone help with the laws covering it or where I might find the info from. I've already spoke to the gamings commission who passed me on to DCMS, who couldn't help me either.

It does, just unusual to see a new member posting such a question, when you could just as well go to a legal forums.
