Text Ghosting

gettin this problem with text in MS word and games and now while im typing this. Looks like all text has a shadow to it.

Is this the monitor or graphics cards going pair shaped?

its a 22inch CRT iiyama monitor and nividia 5950 graphics card

The only time that happened to me was when one of the 5 BNC connectors was loose at the back of the monitor.
