Stream stutters via HDMI and RGB

Hi, I have:

NVIDIA GeForce 9600 GT
Dell Vostro 200 MT(D092004)
Intel Pentium Dual-Core Processor E2200 (2.20GHz)

I'm streaming 720p quality video off a 30MB connection. This works fine when I use an RGB connection to my PC Monitor. However, when I connect the HDMI port, up to a separate tv monitor (and clone the picture to it) the video feed starts to stutter on both screens.

Is this simply that my motherboard isn't powerful enough to cope with it?

How are you cloning it? Is task manager showing 100% CPU (or spikes hitting that)?

I'm going to control panel and display and selecting duplicate desktop. I don't think the cpu is 100% or near.......the fans aren't even whirring up to be honest but will check.

I could take the RGB out to see if it makes any difference but then I won't have sound.
