Strange Power Off problem

I have a Bluetooth controlled HTPC (usb dongle) in my system which is controlled via my Harmony Elite\Hub. A whole range of commands work perfectly.

I have a key configured to power off the HTPC and this key works flawlessly when pressed on the remote. However, when I add the command to the Power Off routine, if fails to work. I have the HTPC set to power off when not in use. All the other devices in my setup power off OK.

I've tried adding multiple commands, delays and changing the device power off order but nothing works. I've tried adding other commands to the Power Off routine which should have an effect on the HTPC interface but it looks like they are not being sent.

Any suggestions anyone? Thanks.

I just managed to find a workaround by adding the power off command as an additional step for the device in the Activity Shutdown Sequence. I still don't why the command doesn't work in the Power Off set up.
