I'm in the position of buying one of two apartments, one is on the ground floor and the other is on the top floor.Which is best to own when sound proofing,ie: the ceiling for the ground floor apartment or the floor for the top floor apartment.

    Ashley,
You have several places you can find information about sound proofing. First, do a search on these forums. Try searching for rockwool, you should get a good list of topics to look at.
The other place you can try is http://www.customaudiodesigns.co.uk/soundproofing.htm

    Hope that helps

I'd reckon that it'd be the top one, it's easier to take up a floor and put down the insulating materials you need, rather than to pull the ceiling down to do the same. In addition adding the additional layers you need is easier.

Depends what noise you're planning on generating, if you're planning on opening a dance school downstairs might be best ;-)
