Sony EVO-9800A Error-20

Hello all,
Got two of these Sony units in our facility. They both do the same thing. They accept tapes and drop it down but they will not thread it. After a while an error-20 comes up and shuts down. Is it a mechanical adj. or an electronic issue. The cassette compartment looks good. Any help will be appreciated.
