recived this email back from sky
    Dear

Thank you for your email about Sky+

When Sky+ prices and subscriptions were being considered a lifetime
subscription offer was looked at. However, at the time it was decided
    to go
with the monthly subscription only. Sky is always happy to receive
    comments
from customers and your comments have been noted.

I have forward these on for you and thank you again for bringing this
    matter
to our attention. If there is any change in the subscription for Sky+
    our
customers will be the first to know.

I trust this has helped clarify this matter for you.

    Yours sincerely

hallo, so the article in home entertainments issue
    108 page13 titled sky+ expansion,is untrue. SKY ALSO
ADMITTED THAT A TIVO STYLE LIFETIME SUB OPTION COULD
BE BROUGHT IN FOR SKY+ IF ENOUGH PEOPLE ASKED FOR IT .
    cheers jeff

SO the magazine was lying or sky are just full of bull****.
HAS ANY ONE ELSE SENT EMAILS TO SKY AFTER READING THE ARTICLE & WHAT RESPONSE DID YOU GET?

I asked Sky what the situation was with a " Lifetime " sub.
The answer I received was that they are receiving feedback from DSG that it is definitely holding back sales having a £10 monthly payment.
Sky take notice of Dixon's Stores Group, maybe it will change, my guess is with the re-negotiation of terms with Pace so that Sky pay less for the hardware but pay a proportion of SkyPlus+ revenue instead, the Skyplus+ fee will be reduced and the " normal " Sky packages will increase.
Sky will make the same money, but hide it in normal subs, apparently Sky is looking to increase Skyplus+ users greatly over the next year.
