Scrolling Picture - scart playback advise please

I stay in hotels all week and as such take my DVD player with me. I've found a lot of hotel TVs when connected to the DVD will only play back a scrolling picture with colour fading/shadows. These TVs have no way of re-tunning. Is there something obvious going on here?
I'm baffled - any pointers much appreciated. thanks
