I'm getting this garbled signal on all inputs. It frequently starts out clear then slowly builds up with just a couple of lines of digital static then within a few minutes covers the whole screen as pictured.

    Any thoughts or suggestions?

You have to open your TV and to change electrolytic capacitors on the power board. In most cases problem is caused by electrolytic capacitor on 5V or 12V.
Hoping that previous text will help you to solve problem.
Before you open TV or do anything on the power board disconnect the cable from the socket.
