RGB PassThru Problems With Tosh SD100

I have set my mate's Tosh SD100 DVD up as follows...

DVD RGB SCART into NTL STB RGB SCART in
NTL STB RGB SCART out into ext1 (RGB) on TV.

DVD plays fine but when in standby mode there is a blue screen and no STB pic.
He has to unplug the DVD at the mains for the STB to come through.

There is no actual power on/off button on the DVD player.

What is the DVD sending through the SCART whilst it's in standby mode to cause the blue screen?

Or is it the TV that is causing it?

Can it be fixed in some way without having to resort to unplugging it at the mains.

My brother has a similar set up albeit with a Tosh SD200 and I have tried it with my Pioneer 717 and the ntl STB comes through ok, so it can't be the STB.
