Yamaha can while Denon and Marantz cannot. No idea about the other brands? Yamaha also still include the older Pro Logic surround decoder modes such as PLIIx alongside the new Dolby Surround mode. Denon don't. Also note that it is looking as though Neural:X will not be applicable to non DTS formats too. The Beta DTS:X software doesn't allow Neural:X to be used on Dolby encoded content. You can however still apply either DSU and Neural:X to multichannel PCM.
