An RGB only scart carries only the RGB video signal and no audio.

On a 28" TV (if I read your sig properly) I doubt an RGB scart will show much, if any improvement over the same quality fully wired scart lead. The difference in quality between the 2 is that there should be less visible noise on the RGB only scart as it is carrying less signals that can possible cross talk to other cables in the lead.
