the Silverpower 600w SP-600AC2 gets decent reviews, and is made by the makers of Tagan. just over £55 on today only at Scan. i think you get free delivery as a member of these forums.

Yes.
Most of the power supply calculators already have a margin built in so you don't need to increase it further unless you plan some big upgrades.

one thing you must not buy cheap on is the psu. if it goes kaput on you it could take other components with it.
you want a psu that is rock solid reliableand the one you highlight is not a quality psu. go for brands like corsair, ocz, silverstone and coolermaster.
you might have to pay a little extra but they are made from better components and usually come with a longer warranty.
