Does only the DVD/Divx player need to have progessive scan or does the TV need to have it as well to play DVD's with this feature.

Progressive scan players need to be matched to a progressive display device like a high end tv, projector or plasma/lcd type display. You have to match the interface on the dvd player to the same interface on the display device. Therefore to use a dvd player which can give out a progressive signal via component you need a TV lets say that not only has component sockets but also supports a progressive signal. Also some display devices will only accept ntsc progressive signals and not pal progressive signals. To confuse it even more you can watch progressive images on a display device even with an interlace only dvd player as the display device may de-interlace itself. To make it more confusing still some people prefer the interlace image to the progressive image. A dvd player has to process twice as much data to create a progressive image compared to a interlace image and therefore sometimes has more capacity to improve the interlace image. It may for example do 12bit colour sampling/interpolation for interlace but only 10bit for its progressive output. Both signals are fed to a display device that is capable of taking a progressive signal or creating its own (de-interlacing) and sometimes the results are better with interlace.

Ok to simplify the answer. Yes, a progressive dvd player needs to be matched to a progressive television or other display device.
