I have the signal meter. Just like some of the users on amazon/ebay, I can't get the meter to work. I can have the dish pointing at any direction, yet getting a full swing of the needle.

Is the signal meter specifically designed for C band or Ku band or any band?

Is there not a knob on it that you can use to 'turn the signal down' until you get a reading of about half deflection as a starting point and work from there, turning the level up or down as required? All the ones that I have seen have got one.

There is a knob. I have it in the middle when the dish is not pointing at a sat. When the dish is aimed at a sat, the needle remained at that same place. It doesn't swing up.

Broadband. Then either the meter is faulty, or you are not pointing the dish at the sat like you think you are. Do you have a picture and good signal strength on your TV/box when you are 'pointing the dish at the sat'? If so, the meter is probably faulty, but that doesn't seem very likely to me.
