Power Supply switch on CPU Fan

Hi Guys,

I've inherited some scraps from a friend and im putting them together to have as a htpc just for watching films on.

Ive put everything together in a new case but something is confusing me.

if i turn the PSU on from the switch at the back. the CPU fan revs upto 100% until i turn the computer on via the case which slows down the cpu fan to a normal slow speed.

once the computer is turned off again, via the case the cpu remains spinning at a normal speed...

Anyone with any idea why it would do this ?

the boot up full speed spin is quite normal as the software limiting the fan hasn't initialised yet but the cpu fan spinning in power off state is not, seen it once before from a faulty psu
 
yeh i expect the cpu fan to rev up when i switch the pc on.

lets say, everything is off. at the wall psu is switched off.

mains on - > PSU switched on - > CPU fan spins at 100%.

Turn PC on via case - > cpu fan slows down to a normal speed

Turn PC off via case - > cpu fan remains on at a normal speed.
