Please help me find this quote from the government about schools and coaching/mentors

Hi, I really need to find a particular quote for work. To paraphrase, someone from the government recently said something along the lines of:

"every young person in school will have access to a coach/mentor by (can't remember the date)"

I know its very vague but that's all I have to go on...

Can anyone help?
