Plasma/LCD 'Refresh' Rates Question

    I wonder if someone here could set me straight on the issue of plasma and LCD refresh rates. As I understand it there is no such thing as refresh rate on a digital display as the pixels are held until they are changed (hence no flicker) - what counts is pixel response time.

    My question therefore is, how many different frame rates can a plasma/LCD handle? Are they capable of natively displaying 24, 25, 30, 50, and 60 frames per second or do they convert everything to one frame rate? I've read that many plasmas/LCDs made in Europe actually run at 60Hz. If this is true, frame-rate conversion would be required and there would be 'tearing' in the motion.
