I've had this pixellation on my sky for a while now. It seems to be mainly when you get an all white background, like the DFS adverts. There is like a blocking.
It wasn't really a problem with my crt, but pretty fustrating on my plasma.
I've tried changing and rerunning the scart leads, and know it isn't a TV problem as the inbuilt freeview tuner gives a perfect picture.
The picture is also the same on my kitchen LCD running from the RF2 output.
    Any ideas anyone?

Not sure this is a solution but, there are some comedy contrast settings built in to the Sky+ box. Try reducing the level in the settings to Low.

I must confess that I don't watch any adverts. That first blast of sound is my signal to press "mute" and go get a drink. :)
