Pixel problem on Toshiba 23"

Ive just bought a Toshiba 23 inch LCD
Although i'm impressed by the quality, I'm not impressed by the amount of pixelisation. Is this an inherent problems with LCD's or is it a problem with that size screen or even a problem with Toshiba.?

Turn off picture processing options such as Black Stretch, set NR to low.
and set the contrast and brightness around 50%, sharpness should be turned down and backhlight value shold be below 30%

This should massively improve things, out of the box the picture setting are very loud and far too bright (looks great in the shop), but tends to accentuate picture noise etc
