I don't think there is any solution to this. I'm having the same problem, I can only do passthrough while the receiver is turned on and isn't to HDMI Amp mode. My guess is that it just doesn't support this feature despite it being marketed by pioneer and by retailers.

The VSX-527 supports standby passthrough of CEC-switching enabled devices, when all devices have had the functionality enabled (VSX-527 setting: Control for HDMI = ON) and all HDMI cables are fully-wired (e.g. certified) high speed cables. Since you did not list the sources (and TV), I cannot comment on your specific problem.

Note: The VSX-527 only supports source devices that send the relevant CEC commands. It does not support passthrough of devices that do not implement the CEC protocol, such as autistic SKY boxes (there is no legacy "last used source" passthrough mode).
