Off shore banking is possible but a lot of risks involved and Scarface was in the 1980s, they have introduced a lot of international laws which Banks have to abide e.g. revealing account info.

Well Scarface (1973) was based on another Scarface movie from 1932 which was based on the life of Al Capone so maybe Tony is loosely related to Al? I can't say I know much about Al Capone's life.
