permanent file deletion

I've got a new laptop at work and my old one will go to someone else.
I have 2 partitions, one for OS (C drive), the other one for data (D drive).

I'd like to delete everything from D and make sure nobody else can retrieve any data from there even if they'll use recovery SW.

Once we had fdisk available but I'm on Win8 and it's not available anymore.

Thanks for this, however DBAN is a self-contained boot disk. Can I choose which partition I'd like to delete from there? I've got 2 partitions and I only need to delete one of them.

Umm yes although I used it to completely erase hard drives before selling them on. I had to check whether it is possible to erase certain sectors and the link to the article below says yes you can choose an option to erase specific partitions.
