Don't know about IPaq specificaly but the IRDA ports in portable devices are generaly very low powered.

The little i've played around with this I found it to be a bit pointless as I had to get so close for the narrow beam/lowpowered IRDA to get a signal through that I could almost just reach with my arm You may not have much luck with it as a practicle device :D

I use an IR extender CFcard with my old iPaq 3630 in the CF jacket. Old iPaqs can be picked up very cheaply off ebay and if all you want it for is a remote then ther'es no probs getting an old one.

Check out the TV remote controller at
    http://www.pdawin.com/

If used in CCF mode allows you to use all the resources of the Philips Pronot series remotes.

Would heartly recommend Pocket gear for the download of the software
    http://www.pocketgear.com/

And also the ir extender available here:
    http://www.laser.com/?laserlink=ahpda-ir

Also there is a huge archive of layouts and codes availble here
