    Have you disabled onboard graphics?

As it wont find a new card if onboard is enabled

The option will be in the BIOS

Connect VGA lead to motherboard onboard gfx slot, go into Bios disable onboard gfx, save - exit, then turn off PC install PCI gfx card and plug VGA lead into Gfx card and boot windows

Windows should detect it and ask for drivers

You may not have a disable option but you should be able to chose a priority. Something like "Boot from First" with options like AGP/PCI. Strangely enough, I'd select AGP and see if that fixes it.

I assume you dont get anything on the PCI card when you power up with the monitor connected? (Bios etc)

BTW it's not a Dell is it?
