Right, I assume you are connecting to a DVI output of the PC to VGA on the plasma? In which case it's easy. There is no signal because there are 2 standards for DVI cable, and you have the wrong one. DVI-D is digital only, you need DVI-I. The D class is missing some vital pins, simple innit?

DVI-D to HDMI is fine, digital all the way. VGA-VGA is fine if you have a VGA out on the card. Many cards these days have only DVI-I, so a DVI-I lead and a converter at the plasma end is OK, or put the converter on the PC end and use a VGA lead, makes no difference.
