the retail version of that processor alone is around £100 so for £5 less you also get a case an a motherboard. The processors alright, could get a dual core 939 for a little more. My 4600+ dual core was £120.

If you do buy it though your have to buy your own ram, optical drives, graphics card and possibly fan/heatsink if its an OEM processor or it may be that its already mounted.

Dunno what:

is about though as underneath it says postage is £18.98
 
at a guess it means the postage they use will cost you £18.98 or whatever, and is insured up to £500....so if the object costs more than £500 then that insurance isnt going to cough up (or the full amount at least) if something goes wrong during delivery...

edit: oh, you can get OEM of that CPU for £60 from overclockers......but i guess if its coming with mobo, case, PSU and floppy its a fair deal....so long as it all works ok ;)
