It will play on a PC.

It may play on a set top DVD recorder, but likely will not. While most all PAL players will play a NTSC disc, the reverse is not generally true.

You can convert in software (with a video editing package, or Canopus Procoder Express). I do this all the time.

I don't believe any set top DVD recorder can do a PAL to NTSC conversion. The Pioneer can burn a NTSC disc but only from a NTSC source.
