P5B Deluxe voltage?

I have a P5B Deluxe mobo with a E6600 C2D.

The Processor speed changes every few seconds.

The speed will be 2700.01 the .xx digits change.

Is this a problem, do i need a new psu or do all motherboard do this?

That is normal. Mine normal flickers -1 +1.
