    On certain channels yes.
Maybe I should cross post this in the SkyHD section - might start the ball rolling then.

But why stop at HD? Given that SD is still going to be with us for many years yet, and that poor SD is far more noticeable on exactly the large, HD resolution panels now available (although even on my 28" CRT, which isn't exactly top of the line, really poor SD rates show up), I would hope someone would sue. Either that or the government brings in regulations to cover minimum acceptible bit-rates for SD and HD (and categorises it by material (i.e. static/medium action/sports) and by codec (MPEG2/MPEG4)). If that means some channels shut becuase they can't afford the bandwidth required, well tough. If their content is any good another channel will pick it up and broadcast it.

No one really cares about bitrates and macro blocking apart from us cinema geeks. Average joe doesn't care.
