Nothing stays the same and that is certainly true in my experience when it comes to ISPs... eventually their good quality service will become poor and its time to move onto another ISP.... just like when Virgin bought NTL and trashed it.
I read about O2 placing new limits on BitTorrent users at:

At first I was concerned, O2 has been a great ISP on LLU, but luckily all users who have connections via the Be network (in other words LLU) will remain uneffected, the restriction is only being applied to non-llu customers...
O2 Access (The non-llu service) is generally regarded as poor anyway so just a heads up for anyone considering O2 Access.
